    EMERGING AGRICULTURAL WATER CONSERVATION PRICE INCENTIVES

    Recent Bureau of Reclamation policies encourage or require irrigation districts to adopt price conservation incentives. Using unpublished survey results and new district-level information, we examine the rate structures and incentives of district water pricing. Our findings reveal that the majority of districts use fixed charges independent of the quantity of water delivered and that most conservation rate structures recently implemented are designed so that the first tier quantity allocation satisfies most crop water needs. Although other district management objectives may be satisfied, price incentives are diminished or nonexistent.     IRRIGATION DISTRICT ADOPTION OF WATER CONSERVING RATE STRUCTURES

    A binary choice model was used to identify the attributes that influence irrigation district adoption of conservation rate structures. Using principles of rate design and irrigation district administration as a framework, measures of irrigation district rate structure objectives and physical and economic conditions were developed. The factors investigated characterize the constraints under which districts operate, value and cost of water, quantity of water delivered and revenue risk for districts. Rate structure adoption was predicted with over 75% accuracy. Both significant and non-significant factors are key to understanding rate choice. Districts were more likely to adopt conservation rate pricing when the cost of water to farmers was greater, higher value crops were grown and in areas with warmer and longer growing seasons. These conditions may be interpreted as reflecting the presence of greater opportunity costs in allocating water between low and higher valued uses. Conservation rate pricing was less likely to be adopted by districts where the proportion of alfalfa to total acreage was higher and with higher per acre deliveries of water. Somewhat surprisingly, annual variation in water deliveries (which should increase the risk of revenue shortfalls) and size of the district (larger districts being more sophisticated) have little bearing on the type of rate structure adopted.Environmental Economics and Policy, Land Economics/Use, Resource /Energy Economics and Policy,

    EVALUATING THE EFFECTIVENESS OF CONSERVATION WATER-PRICING PROGRAMS

    Charging farmers increasing block prices for irrigation deliveries is advocated as a means of encouraging agricultural water conservation in the West. We formulated a model of a hypothetical irrigated river basin to investigate the hyrdro-economic circumstances in which such pricing leads to water conservation. Our results indicate that increasing delivery prices may encourage irrigators to make adjustments with countervailing impacts on consumptive water use and conservation. Whether these countervailing impacts combine to conserve water or increase its consumptive use must be resolved empirically.     The crystal structure of the title diprotonated diacetyl­triethyl­ene­tetra­mine (DAT) perchorate salt, C10H24N4O2 2+·2ClO4 −, can be described as a three-dimensional assembly of alternating layers consisting of diprotonated diacetyl­triethyl­ene­tetra­mine (H2DAT)2+ strands along [100] and the anionic species ClO4 −. The (H2DAT)2+ cations in the strands are connected via N—H⋯O hydrogen bonding between the acetyl groups and the amine groups of neighbouring (H2DAT)2+ cations. Layers of (H2DAT)2+ strands and perchlorate anions are connected by a network of hydrogen bonds between the NH and NH2 groups and the O atoms of the perchlorate anion.     Consensus guidelines for the identification and treatment of biofilms in chronic nonhealing wounds

    Background: Despite a growing consensus that biofilms contribute to a delay in the healing of chronic wounds, conflicting evidence pertaining to their identification and management can lead to uncertainty regarding treatment. This, in part, has been driven by reliance on in vitro data or animal models, which may not directly correlate to clinical evidence on the importance of biofilms. Limited data presented in human studies have further contributed to the uncertainty. Guidelines for care of chronic wounds with a focus on biofilms are needed to help aid the identification and management of biofilms, providing a clinical focus to support clinicians in improving patient care through evidence-based medicine. Methods: A Global Wound Biofilm Expert Panel, comprising 10 clinicians and researchers with expertise in laboratory and clinical aspects of biofilms, was identified and convened. A modified Delphi process, based on published scientific data and expert opinion, was used to develop consensus statements that could help identify and treat biofilms as part of the management of chronic nonhealing wounds. Using an electronic survey, panel members rated their agreement with statements about biofilm identification and treatment, and the management of chronic nonhealing wounds. Final consensus statements were agreed on in a face-to-face meeting. Results: Participants reached consensus on 61 statements in the following topic areas: understanding biofilms and the problems they cause clinicians; current diagnostic options; clinical indicators of biofilms; future options for diagnostic tests; treatment strategies; mechanical debridement; topical antiseptics; screening antibiofilm agents; and levels of evidence when choosing antibiofilm treatments. Conclusion: This consensus document attempts to clarify misunderstandings about the role of biofilms in clinical practice, and provides a basis for clinicians to recognize biofilms in chronic nonhealing wounds and manage patients optimally.     Evolution of the UV LF from z~15 to z~8 Using New JWST NIRCam Medium-Band Observations over the HUDF/XDF

    Here we present the first constraints on the prevalence of z>10 galaxies in the Hubble Ultra Deep Field (HUDF) leveraging new NIRCam medium-band observations taken with JWST. These NIRCam observations probe redward of 1.6microns, beyond the wavelength limit of HST, allowing us to search for galaxies to z>10. These observations indicate that the highest redshift candidate identified over the HUDF with HST, UDFj-39546284, has a redshift of z=12.0+/-0.1, as had been suggested in multiple analyses of the HUDF12/XDF data. This source thus appears to be the most distant galaxy discovered by HST in its more than 30 years of operation. Additionally, we identify nine other z~8-13 candidate galaxies over the HUDF, two of which are entirely new discoveries and appear to lie at z~11 and z~12. We use these results to characterize the evolution of the UV luminosity function (LF) from z~15 to z~8.7. While our LF results at z~8.7 and z~10.5 are consistent with previous findings over the HUDF, our new LF estimates at z~12.6 are substantially higher than other results in the literature, potentially pointing to a milder evolution in the UV luminosity density from z~12.6. We emphasize that our LF results are uncertain given the small number of sources in our z~12.6 selection and limited volume probed. The new NIRCam data also indicate that the faint z~8-13 galaxies in the HUDF/XDF show very blue UV-continuum slopes beta~-2.7, high specific star formation rates ~24.5 Gyr1^{-1}, and high EW (~1300A) [OIII]+Hbeta emission, with two z~8.5 sources showing [OIII]+Hbeta EWs of ~2300 Angstroms.Comment: 19 pages, 14 figures, 7 tables, submitted to MNRAS, with some minor typos correcte

    Establishing nonlinearity thresholds with ultraintense X-ray pulses

    X-ray techniques have evolved over decades to become highly refined tools for a broad range of investigations. Importantly, these approaches rely on X-ray measurements that depend linearly on the number of incident X-ray photons. The advent of X-ray free electron lasers (XFELs) is opening the ability to reach extremely high photon numbers within ultrashort X-ray pulse durations and is leading to a paradigm shift in our ability to explore nonlinear X-ray signals. However, the enormous increase in X-ray peak power is a double-edged sword with new and exciting methods being developed but at the same time well-established techniques proving unreliable. Consequently, accurate knowledge about the threshold for nonlinear X-ray signals is essential. Herein we report an X-ray spectroscopic study that reveals important details on the thresholds for nonlinear X-ray interactions. By varying both the incident X-ray intensity and photon energy, we establish the regimes at which the simplest nonlinear process, two-photon X-ray absorption (TPA), can be observed. From these measurements we can extract the probability of this process as a function of photon energy and confirm both the nature and sub-femtosecond lifetime of the virtual intermediate electronic state

    Stellar Masses of Lyman Break Galaxies, Lyman Alpha Emitters and Radio Galaxies in Overdense Regions at z=4-6

    We present new information on galaxies in the vicinity of luminous radio galaxies and quasars at z=4,5,6. These fields were previously found to contain overdensities of Lyman Break Galaxies (LBGs) or spectroscopic Lyman alpha emitters. We use HST and Spitzer data to infer stellar masses, and contrast our results with large samples of LBGs in more average environments as probed by the Great Observatories Origins Deep Survey (GOODS). The following results were obtained. First, LBGs in both overdense regions and in the field at z=4-5 lie on a very similar sequence in a z'-[3.6] versus [3.6] color-magnitude diagram. This is interpreted as a sequence in stellar mass (log[M*/Msun] = 9-11) in which galaxies become increasingly red due to dust and age as their star formation rate (SFR) increases. Second, the two radio galaxies are among the most massive objects (log[M*/Msun]~11) known to exist at z~4-5, and are extremely rare based on the low number density of such objects as estimated from the ~25x larger area GOODS survey. We suggest that the presence of these massive galaxies and supermassive black holes has been boosted through rapid accretion of gas or merging inside overdense regions. Third, the total stellar mass found in the z=4 ``proto-cluster'' TN1338 accounts for <30% of the stellar mass on the cluster red sequence expected to have formed at z>4, based on a comparison with the massive X-ray cluster Cl1252 at z=1.2. Although future near-infrared observations should determine whether any massive galaxies are currently being missed, one possible explanation for this mass difference is that TN1338 evolves into a smaller cluster than Cl1252. This raises the interesting question of whether the most massive protocluster regions at z>4 remain yet to be discovered.Comment: The Astrophysical Journal, In Press (17 pages, 7 figures
